(1) Staff providing care shall receive appropriate training in first aid from persons qualified by such agencies as the American Red Cross. This requirement is not met as evidenced by: Deficient Practice Statement Based on record review, the licensee did not comply with the section cited above as 2 out of 5 reviewed staff records for S1 and S2 did not contain a current First Aid certificate, which poses a potential safety risk to persons in care.

In addition to the rights listed in Section 87468.1, Personal Rights of Residents in All Facilities, residents in privately operated residential care facilities for the elderly shall have all of the following personal rights: To care, supervision, and services that meet their individual needs and are delivered by staff that are sufficient in numbers, qualifications, and competency to meet their needs. This requirement was not met as evidenced by: On 01/07/2023, staff did not supervise the side door exit that had been left propped open, allowing an unauthorized male to enter the facility, which posed an immediate safety risk to residents in care.

Licensee agrees to submit a Plan of Correction by POC date to ensure that doors are properly supervised and remain closed, including by hiring 24 hour security to monitor thinge doors during construction, upgrading the facility security camera system and changing all the emergency exit doors to the building to ensure proper closure, and conducting staff training on securing exits and enforcing facility visitor policies.

This requirement was not met as evidenced by: on 01/07/2023, an unauthorized male entered the facility and sexually abused resident R1, which poses an immediate safety risk to residents in care.
