(a) Each residential care facility for the elderly licensed under this chapter shall ensure that each employee of the facility who assists residents with the self-administration of medications meets all of the following training requirements: (2) In facilities licensed to provide care for 15 or fewer persons, the employee shall complete 10 hours of initial training. This training shall consist of 6 hours of hands-on shadowing training, which shall be completed prior to assisting with the self-administration of medications, and 4 hours of other training or instruction, as described in subdivision (f), which shall be completed within the first two weeks of employment. POSTURAL SUPPORTS: (a) Based on the individual's preadmission appraisal, and subsequent changes to that appraisal, the facility shall provide assistance and care for the resident in those activities of daily living which the resident is unable to do for himself/herself. Postural supports may be used under the following conditions. (5) Under no circumstances shall postural supports include tying, depriving, or limiting the use of a resident's hands or feet. (B) Bed rails that extend the entire length of the bed are prohibited except for residents who are currently receiving hospice care and have a hospice care plan that specifies the need for full bed rails. This requirement is not met as evidenced by: Deficient Practice Statement Based on observation, the licensee did not comply with the section cited above in one out of one residents who had full length bed rails. This poses an immediate health, safety and personal rights risk to persons in care.

Personal Accommodations and Services: (a) Living accommodations and grounds shall be related to the facility's function...The following provisions shall apply: (3) Equipment and supplies necessary for personal care and maintenance of adequate hygiene practice shall be readily available to each resident...the licensee shall assure provision of: (C) Clean linen...The use of common wash cloths and towels shall be prohibited. This requirement is not met as evidenced by: Deficient Practice Statement Based on observation, the licensee did not comply with the section cited above in 2 out of 2 resident bathrooms which poses a potential health risk to persons in care.

POC Due Date: 05/27/2022 Plan of Correction Licensee to remove cloth towels from the resident bathrooms and instead provide paper towels for resident use. Alternatively, Licensee may have residents use cloth towels so long as residents store cloth towels in their own rooms to ensure no other resident uses them.
