What the official deficiency says

(a) Residents in all residential care facilities for the elderly shall have [..] the following rights: (6) To leave or depart the facility at any time and to not be locked into any room, [...], or on facility premises by day or night. [...] This requirement was not met as evidenced by: Based on interviews, the licensee did not allow R1 to leave the facility premises until permission was granted by responsible party, which poses an immediate health and safety risk to persons in care.
