PERSONNEL REQUIREMENT. Facility personnel shall at all times be sufficient in numbers, and competent to provide the services necessary to meet resident needs. This standard is not met at evidence by: R-1 fell and sustained injuries while waiting in the bathroom for staff assistance.

Administrator to develop and implement a policy pertaining to answering residents’ pendant calls in a timely manner.
